John Fernandes' Letter to Governor Malloy

Here is a letter by John Fernandes that was sent to Governor Malloy on behalf of our members:

"Dear Governor Malloy,

Having reviewed PURA’s draft decision on Docket 13-11-13 it appears Connecticut Light & Power’s decision to close facilities is going to go unchallenged. We certainly feel that is not in the best interest of the ratepayers, and we will reiterate our concerns in the proper forum.

As you are aware we have met with your staff to air our concerns over the facility closings, but at this time I would like to bring your attention to another potential issue at CL&P. The powers that be at Northeast Utilities have been pushing IBEW Local 457, as well as IBEW Local 420, to violate our present contracts over shift coverage. There are certainly channels for us to address contractual disputes but I want you to be aware of what may occur due to this dispute.

The Whitt report had recommended CL&P work on its relationship with the Local Unions, but in stark contrast to that approach, they have said if we don’t give them what they want they are prepared to contract out the emergency work our members currently do. We feel this would be a disaster for everyone involved. You would potentially have out-of-State workers as first responders that don’t have the proper training or expertise at a cost that far exceeds our contractual rates. Are those costs going to be passed onto the ratepayers? They do appear to be hell bent on eviscerating a once great regulated utility to the detriment of their employees and ratepayers. Unfortunately, it appears that no one is standing in their way. I felt you should be aware of this newest development since we last met.
